The dunes have been added all along the coast in OC. I'm not sure where they start, but they don't have them on the boardwalk.

I can't believe how many people assume someone else will clean up after them. The ciggarette butts on the beach are the worst. Why not dump your ashtray in the bed at the hotel for the maid or the next guest while your at it.
