Whoever posted this has incorrect information. This is a native dress from Veracruz, Mexico (jarocha dress)which has nothing to do with Flamenco!

Not Flamenco, and not from Spain either. This dress is from Veracruz, Mexico. Same language, that is as close as it gets, because the two countries are in different continents.
