Supporters of Vince Gray Enter the Rally

Mr. Gray started his political career with the Association of Retarded Citizens (ARC) where he successfully advocated the rights of mentally challenged citizens, and in 1991 former mayor Sharon Pratt Kelly appointed Gray to head the DC Department of Human Services.
