The circle was originally considered to mark the boundary between the downtown section of 14th Street and the emerging uptown 14th Street neighborhood. Erected in 1879, the statue of General George Henry Thomas was designed by John Quincy Adams Ward. The neoclassical National City Christian Church building was designed by John Russell Pope and completed in 1930.
