The Office, through a field staff, is responsible for HUD's overall compliance with the Federal prevailing wage requirements applicable to HUD-assisted and insured housing and community development programs covered under the Davis-Bacon and Related Acts. The Office also administers Federal prevailing wage requirements applicable to maintenance employees of public housing agencies and Tribally Designated Housing Entities.

The Office of Multifamily Housing Assistance Restructuring (OMHAR) was established by the Multifamily Assisted Housing Reform and Affordability Act of 1997 (MAHRA) to administer the Mark-to-Market program.

In August of 1994, HUD, recognizing the importance ofuniversities in local community building activities, created an Office ofUniversity Partnerships. The Office is responsible for running four grant programs (the Community Outreach Partnership Centers Program, the Community Development Work Study Program, the Doctoral Dissertation Grant Program, and the Hispanic-Serving Institutions Assisting Communities Program), including running competitions and fostering the creation of new partnerships.

Real Estate Assessment Center (REAC)mission is to centralize the assessment of all HUD housing into a single, state-of-the-art organization. With the assistance of partners representing public housing agencies and multifamily owners, subsidized housing residents, housing advocates, interest groups, and local governments, REAC set out to design totally new systems based on an e-business model.
