Established by Montgomery County in 1994, the Bethesda Urban Partnership (Bethesda UP) has worked to foster an environment in which downtown Bethesda can thrive and prosper. Bethesda UP is governed by an 11-member board of directors, drawn from the business and residential communities that Bethesda serves. Funding for urban district activities comes from a special tax on properties within the urban district, fees from the parking lot district and charges to "optional method" real estate developers for maintenance services. Sponsorships for Bethesda UP events and activities are also an important component of our funding mix.

Originally platted in 1798, Hyattstown is significant as one of the largest groupings of relatively unaltered 19th Century buildings in thecounty. Located along a single, tree-shaded street, the district is a good example of the small roadside towns that sprang up along early highwaysto service the needs of travelers and nearby farm families. One of these early arteries, known locally as the Great Road, opened about 1750 toconnect the tobacco port of Georgetown with the important colonial city of Frederick. With the establishment of Washington as the nation'scapital, this early highway continued as an important artery linking the ever westward frontier of the young nation with its new capital city.
