The Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO) is a national trade association, representing more than 500 small, independently owned local exchange carriers (LECs) and their affiliate telecommunications companies.

The Council provides its members with access to a network of companies involved in business between Taiwan and the United States, and serves as an effective representative in dealing with business, trade, and investment matters.
